European FundingThe new EU funding programmes - Introduction A new European funding programme for the Yorkshire Region started in 2007 replacing both the Objective 2 and Objective 3 programmes, and the Objective 1 programme which operated only in South Yorkshire. The new "Competitiveness and Employment Programme" (2007-2013) is funded from both the European Regional Development Fund (ERDF) and the European Social Fund (ESF). ERDF in the new programme is now managed by Yorkshire Forward, instead of the Government Office for Yorkshire and the Humber who managed the previous Objective 2 and Objective 1 programmes. The ESF funds continue to be co-financed (and managed) by the Learning and Skills Council and Jobcentre Plus/DWP in much the same way as the previous Objective 3 programme. European Social Fund Jobcentre Plus and the Learning and Skills Council are continuing their programmes of ESF-funded projects. These are advertised at regular intervals through an open, competitive tendering process and successful bidders then contract with the LSC or JCP to run the projects and deliver the specified outputs and outcomes. These ESF projects are often quite large-scale and may cover a whole sub-regional area, or even the whole of Yorkshire. Smaller organisations are unlikely to have the resources to directly manage large-scale projects but nevertheless, they may still become involved in delivery as sub-contracting partners within a project led by a larger organisation. Many previous ESF projects have been delivered by partnerships in this way, often involving VCS organisations working together with further education colleges and other providers. Notices about future ESF tendering rounds, and information about initiatives to support local partnership development, will be circulated via NYFVOnet at appropriate times. Community Grants A regional contractor is being appointed by the LSC to run an ESF small grants programme for voluntary organisations, and this should be launched during 2008. European Regional Development Fund In providing for the direct management of ERDF funds by Regional Development Agencies (RDA's), central government is aiming for an increasingly close relationship between ERDF funding and the priorities of regional economic development strategies. Projects seeking ERDF funding will need to be very clearly linked with the priorities of York and North Yorkshire Sub-regional Investment Plan (SRIP) and will be expected to show strong local authority and other partnership support before any approach for funding is considered. The York and North Yorkshire Partnership Unit will give initial advice about ERDF enquiries and information about specific ERDF funding opportunities will be circulated via NYFVOnet as they arise. Priority 3 is aimed specifically at the most deprived areas in the region. In York and North Yorkshire, these are currently some wards in Scarborough town - and may also include a small area of the City of York. ERDF funding is unlikely to be suitable for "one-off" VCS projects. However, VCS organisations are already involved in local regeneration partnerships in Scarborough where ERDF funding plans are well advanced. There may also be opportunities for sub-regional VCS initiatives within Priorities 1 and 2 (e.g. to promote the social enterprise and community business sectors).
