Local Area Agreements
Local Area Agreements (LAAs) are three-year agreements that set out the priorities for a local area agreed between central government (represented by the regional Government Office) and the local authorities and their partners at local level.The LAA aim is to enable local authorities and their partners (including voluntary and community organisations) to deliver national outcomes in a way that reflects local priorities, particularly those identified in community strategies/plans. A range of government funding streams will be brought within the framework of the LAA which should result in more flexibility and partnership approaches to decisions about the way this funding is used.
The LAA provides measurable targets for improvement in key services affecting quality of life locally agreed in consultation with Government Office and local and regional partners within four blocks: Children and Young People; Healthy Communities and Older People; Economic Development and Enterprise; and Safer and Stronger Communities.

NYFVO and the LAA
The aim of the Local Area Agreement (LAA) work is to increase the engagement of voluntary and community organisations in the development, implementation and delivery of the North Yorkshire LAA. Since 2006, this project has supported an increase in volunteering, community transport and the inclusion of the VCS as a key partner in the delivery of the Sustainable Community Strategy for North Yorkshire.
The North Yorkshire Strategic Partnership has now agreed the second Local Area Agreement, details below, for North Yorkshire. Included within LAA2 is the local indicator about a Thriving Third Sector. This indicator will provide the VCS in North Yorkshire with the opportunity to provide feedback on the role played by the statutory sector in supporting and developing VCS organisations. North Yorkshire LAA 2008/2011
The North Yorkshire LAA 2008/2011 is effectively a three-year 'deal' between the main public sector agencies in the area, other partners and central government to improve services and the quality of life in North Yorkshire. It translates the ten priorities of the Sustainable Community Strategy into specific targets to achieve the improvements that local communities want to see.
The targets of the North Yorkshire LAA 2008/11 are focused on a limited set of designated targets, drawn from the National Indicator Set (NIS), 16 statutory education and early years targets prescribed by the Department for Children, Schools and Families and a number of local non-designated targets that have been drawn from the NIS or locally determined. The 19 ‘stretch’ targets included in the current NYLAA1 have all been transferred into the new LAA 2008/2011.
